On September 19, 2025, the Trump administration formally established the “Gold Card” visa program through executive order, promising an expedited path to U.S. permanent residency for foreigners willing to make a substantial financial gift to the federal government. To qualify, individuals must contribute $1 million directly, or $2 million if the contribution is made by a corporation on another’s behalf.
At the same time, President Trump signed a proclamation imposing a $100,000 fee on new H-1B visa applicants. This fee does not apply to existing H-1B visa holders, renewals, or petitions filed before the new policy’s effective date. The White House has clarified that it is a one-time charge for new visa issuances, not an annual fee.
